In response to (I believe) a question about using an event to distract the populace of Jerris in order to retake the city:

Jerris is the Most Glum and Gloomy town in the whole wide world, the people don't where colours, they have no passions to any excess. they are notorious for being slow to anger and quick to return to an even disposition, the last "festival" was nearly 21 years ago with the birth of an heir to the throne. The city is covered each morning with a fog that doesn't dissipate till noon, a Pillar of smoke covers the city as it blows from the poison forest.

Although the idea is very good in any other city, even a fabulous event will see most of the populace not leaving their abodes.
